Peeling Sticker on Windshield Not a Legal Basis to Stop Driver The Virginia Court of Appeals has ruled that an otherwise valid inspection sticker that was partially peeling away from the windshield was not "reasonable suspicion" to justify the traffic stop. Two felony convictions against the driver were reversed. -
